Add terrain functionality to the PMP P.1546-6.

Proposal

Document STG(23)007 proposes to add terrain functionality to the PMP P.1546-6. Proposal includes new functions to compute the input parameters necessary for Recommendation ITU-R P.1546-6 which need to be extracted from the terrain profile. Additional Unit Tests were included to validate the implementation and proposal to the modification to the PMP UI is included. The document includes the code with the implementation.

STG#78 discussed the proposal and agreed to the solution described in STG(23)007 including its implementation.
