Protection distance when "use a polygon" option is activated

STG#67: Protection distance when "use a polygon" option is activated address the issue of applying protection distance when selecting polygon in “none configuration” under relative positioning in the scenario tab. In the simulation setting with defining simulation radius and azimuth distribution and with defining the protection distance, SEAMCAT simulation generates exclusion zone around VLR as expected. When user choses polygon in “none configuration” and specifies protection distance, no exclusion zone is shown. STG#67: STG verified the reported problem, discussed the issue and concluded that this is considered as a bug in interface.
