Coverage radius - noise limited (Jira)

STG#62 agreed to revisit the implementation of the Noise Limited plugin with respect to taking into account of the local environments using the values available from the system/scenario settings as input parameters, adding appropriate consistency warnings, and checking if the algorithm could be simplified. Related issue: ST-526

STG#67 It is proposed to modify SEAMCAT implementation to remove some of the parameters from the input interface of the coverage radius plugin and to set them from local environment parameters available in the workspace settings. The algorithm is verified and it is implemented according to the documentation and working efficiently without a need for further simplifications.

STG discussed the proposed implementation and is of the opinion that it is going in the right direction. However, some questions were raised, and explanations could not be addressed at this meeting, so it was decided to revisit those questions and the implementation of the modifications of the coverage radius plugin at the later meeting. The questions concern a possibility to keep the fields visible (read only) in the coverage radius plugin with the predefined values from the local environment, the way how the maximum allowed values of the radius are determined, and different coverage radius options proposed for the extended Hata-SRD propagation model. For the latter, STG considered proposed option 2 of removing the Runtime Exception from the extended Hata – SRD model more suitable than hard coding a fixed coverage value, but was unaware of possible implications of this implementation in other calculations with this propagation model.
