IMT-2020 Micro cell bitrate loss issue

Document STG(21)057 provides SEAMCAT workspace and describes an issue of not calculating non-interfering bitrate and bitrate loss for both downlink and uplink in IMT-2020 Micro. Upon inspecting results file for this workspace, it was also find out that SINR value is from -66 to – 42 dB. According to default setting of bitrate mapping for IMT-2020 for SINR lower than -12 dB there is no data rate associated. However, it is unclear how the calculated SINR values are so low with respect of the settings of the wanted transmitter which can be due to bug. SINR is very low, i.e wnated signal much lower than expected. this need to be investigated in more details.

STG#73 looked at the issue, and it seems as a possible bug. STG#73 tasked ECO to look into more details and check whether micro mode works properly. If case of a bug to propose how to fix the issue.
