Add frequency consistency check to IMT2020uplink and OFDMAuplink

This Workspace has wrong setting for "Active number of MS per BS" (currently 3) but the consistency check performed before simulation does not report it.

Add the consistency check performed in the dialog used to edit frequencies to the consistency already performed in IMT2020 Uplink and OFDMA Uplink.
